The State of Florida has [indeed] granted a legal waiver to a Florida-based organization (the Florida Rural Electric Self-Insurer's Fund). The waiver gives the organization exemptions from a statewide regulation (4 FAC 190.061). A regulation that deals with workers compensation (and its retention limits).
